Advice needed from anyone who rents a room/floor in their house out...

Hypothetically speaking....

Someone lives alone in (and owns) a 3 floor house, they currently pay a reduced rate of Council Tax (25% Single Person Discount). They decided to convert the top floor into a self contained flat and rent it out. What are their obligations regarding Council Tax? Will the person lose their discount and have to split the full rate between the themselves and the lodgers - if so, do the Council assess and decide how it is split? Or, will the new flat incur a separate charge, leaving the owner to retain their discount? Or other?

I would have guessed it would depend if the flat is viewed as a separate property with it's own flat number address.
 
Council tax is on an individual property, so a self-contained flat within an existing property will not have it's own tax registration, and you would lose single-occupier discounts.
 
The owner will lose the discount and be liable for the full amount. He may split the bill with a tenant in any way he sees fit as a private arrangement.
