Yep! It absolutely is. Maybe the term 'balanced' parliament is more suitable.

We need to get away from the pointless argument over minor points. There needs to be debate and agreement, not the party politics we have now. There are many examples of successful balanced parliaments in the world, Germany, Canada, Ireland... it can work and work well.
 
At least we can all be entirely confident that there is absolutely no way that that nice Mr O'Rly will be taking a gamble on passenger safety on the basis that it reduces costs and flying is usually pretty safe ;)
