Dead cheap DVI PCI express card ?

I don't do any gaming just web, basic apps and occasional video

at moment I am using on board graphics but need DVI

I have seen stuff that seems to do job for £30 or so such as a 8400GS os ASUS 4350

would either of these be ok, if so which is best ?

or any other recommndations

also needs to be passive cooled as I have a very quiet PC
