Can anyone spec me a good PC that will run CS3 smoothly

I use Photoshop CS3 a lot, of late its been slugging on my old PC as Im doing some heavy stuff:

Time for a whole new PC: SPEC ME
Ive got 450 ish to spend. Im guessing I need loads of menory and a pritty good CPU.

All I ever us the PC for is web/watching videos/and Photoshop work

no gaming , got a PS3/360 for that...

5770 is an overkill when he's not gaming, better off going for a 4670 as it's half the price and will be far more powerful than photoshop needs.

True. What about one of the XFX 4850s at £70. Just incase you need that little bit more power. And it's cheaper right now than a 4770.

Good point, that'd probably be the best solution seeing as the 4670 appears to be out of stock.

So no need to go intel ? and how much memory shoould I be looking for ? was think of DDR3 8GB, get a board that can handle 8gb but start with just 4gb ???

Not really a need for Intel if it's just web/office work and Photoshop. 4GB should be fine and you can expand it later if needs be.
