Large banner over London - What does it say?

There's a large banner going round over central London at the moment, blue with 2 red/yellow patches. Anyone see what it says?

I imagine it's for the election, I'm over in canary wharf area but we are not close enough to see the detail.
 
Had one over Hertfordshire yesterday, 'Great country - bad government'

Cheers with an immense amount of squinting it does kind of look like a 4, a helicopter did go over to it but it's gone now and the banner is still there.
 
I think it says

"Flying a plane with a banner trailing behind is potentially dangerous and should only be done by professionals"
