Show me a government throughout the last half of the Twentieth Century and onwards which hasn't, doesn't and will not do that. In the modern era quite a lot of high profile legislation in regards of crime is 'populist nonsense' as you put it.

I know, that's why I advocate constitutional protection against laws passed on opinion...
