What were they actually for?

They were meant to give possible buyers information regarding the property,
they included

Official copies of the Title Register and Title Plan (or Index Map if property not registered)
Local Authority and Land Charges Search(Con 29R)
Water & Drainage Search (Con 29DW)
Energy Performance Certificate

Problem is the buyer would still need a survey anyway so this should have been included like in scotland.

But that's a terrible idea because it turns the benefit of competitive pressure leading to conservatism on it's head when you have people working for the seller, not the buyer. It's the problem that regulation caused with the credit rating agencies all over again...

Shows how much you understand how conveyancing works then. You can't re-use searches under the old way. So if a sale falls through, then the next buyer would have to pay for them all over again.

Whereas, when they were included in the HIP, the seller would buy them once and job done.

If it was such a good idea, it would not require legislation to create the industry.
 
To be fair, I can see the argument for having a survey/search commissioned by the seller which has a 1-2 year expiry for example, and would save all prospective buyers from having to do this.

However, given the amount of money/risk involved in buying a house, I suspect an awful lot of people would commission their own surveys for their own peace of mind.

Hell, our house was only ~90K and I didnt bat an eyelid on getting as much information as possible about the house before I completed.

And the most our surveys came up with was a rusting rain drain pipe :D
 
wtf 5000? I cannot even think of 5000 crimes... thats just mad!

That was the problem with new Labour, you probably didn't know you've actually commited a crime until you get a knock on the door. The papers are full of these kind of stories for years.

In regurds to HIPs, these was a good idea in principle, but so badly implamented that it was a black hole sucking in money and needed to go
