There's a new government in Whitehall now, one besieged with editors' pleas for libel reform, clearer safeguards against "judge-made" privacy law and continuing self-regulation through the Press Complaints Commission (PCC). The leader of this campaign, in many indefatigable respects, is Paul Dacre, editor-in-chief of the two Mails, weekly and Sunday.
