Essentials for a cinema room

For my upcoming 30th birthday my girlfriend is restoring an out-building we have on our property which was once used as a small stable. She wanted it as a dance studio (or said she wanted) but surprised me by insisting it should be a cinema room. I think I scared her with my talk of a 60' Plasma and mad surround sound, so she wants that out of the house.

Now, the builders are coming in 2 weeks and want my final plans. Help me through this considerations.

1) Cabling in the wall
2) Windows. Do I need?
3) Do I soundproof?
4) Was thinking a small separate room with a toilet?
5) Type of flooring
6) Locations of the lights to give it a 'soft' look.
7) Any particular finish I can give the place to make it feel more like cinema?

As I'm only getting the building restored for me, I'll need to buy the rest of the stuff myself, so naturally the cheaper the better. What am I looking at spending for a place like this?
 
Depending on what state the place is in, I would be a bit worried about condensation as well

Can get pics up later, but not too bad. Built in the 70's and in fairly good shape. Previous owners installed new roofing 15 years ago and it seems sturdy enough. One of our structural engineers at work had a look when we bought the whole property and commented the build quality of the stable.

It's not very big but big enough for a few mates coming round.

Pictures would be good. To echo the concerns of Azza and DiG, less so on the planning side of things but more to do with the Building Standards side of things.
As you've mentioned its an 'outbuilding' this to me suggests its an uninsulated building and if you're going to be putting in several thousand pounds worth of electrical equipment damp and condensation could be an issue.

If you do choose to go through Building Control then you'll need to insulate it to current standards (changing in September) and probably need to add a window in for daylighting and ventilation which in turn (depending on location of outbuilding) may require planning permission.

Carpeted walls, at least up to a dado rail kind of height. Black ceiling in a matte or velvety style paint. Anamorphic projector setup, none of this tiny little 60" nonsense. Personally not sure If I'd bother 7.1, but a nice 5.1 setup with wall mounted dipoles at the back, raised rear seating. Maybe a stage for the screen, ideally in wall speakers if you've got the room, or behind the screen if you get a nice AT fixed frame. Errrrm thats about all I can think of off the top of my head!
