Electric meter readings, what would you read this as?

Just moved into a new property and having a slight dispute with the electric company about the reading.

I read this as 08391.
 
They are saying its 1 more number than it actually is ....

1949 or something

*If* the first number was 1, then because of the position on the second the needle on the first dial would be nearly going towards the '2'.

(I.e. 18whatever should nearly be ticking over to 20whatever. It's nowhere near the '2', so the number is 08something)
 
That 1000's digit indicator is between 8 and 9 therefore the number must be 08391.25

If they start getting arsy tell them to come out and look and then ask for a digital meter.

Thanks guys. Got someone coming to look at it at the start of July. They said my readings were wrong because they don't correspond to previous ones. Idiots
 
* Each dial turns in the opposite direction from the one before it, so check the way each turns.
* Read the first five dials from left to right, ignoring the dial marked 1/10.
* Write down the number that the pointer has just passed - it must be the lower of the two numbers either side of the pointer. If the pointer is exactly over the number, write it down and underline it. If you have underlined a number, check the next dial to the right (if there is one). If the pointer on that dial is at 9 you need to reduce the number you have underlined by one eg a 6 followed by a 9 should be written as 5 (still underlined).

Edit: Once you have it sorted request a MEX (meter exchange) to a digital meter ;)
