i've just made a boo-boo and managed to shift my waterblock while it was fully tightened onto my cpu... my temps have raised 10 degrees celcius as a result... it just slid a millimeter or two but i definitely saw it move

now do i have to put a fresh coat of AS5 on to get my old temps back? or will the paste settle down again if i just leave it... REALLY not looking forward to taking my computer apart again for the umpteenth time, if i do so it would be to replace my waterblock with something abit more secure

I suspect you may need to clean and reapply the AS5, it may not be fully covering the die now. The AS5 curing temperature delta is ~5C not 10.

Is there any way to safely tighten the block more next time?

i am using a corsair H5O, it uses the friction from the retention ring pressure to stop the block from sliding... the screws are in all the way, but you could still shift the block by hand... the stiff tubing isnt helping, either

in idle, coretemp is reading the highest core as 42 degrees, Asus PC probe gives the cpu as 38 degrees, radiator temperature is 30 degrees, ambient temp is 26 degrees
mind you it was slightly cooler by a few degrees yesterday night before the 10 degree jump...

coretemp reading while priming reaches as high as 74 degrees, pc probe says cpu is 63 degrees, radiator temperature 37 degrees... this is with stock clocks and voltages...

once it cures it hardens up a bit...so when if it's shifted I'd imagine there'd be cracks and voids in the paste. I'd recommend reapplying fresh paste.
