Indeed, LCD panels work in a very different way to CRT. 60Hz is absolutely fine for most games, unless you're an ultra competitive online gamer who needs those extra frames. If you enable vsync, everything will be nice and smooth, no tearing etc as long as your PC can keep up 60fps. The refresh rate sholdn't cause any blurring, that would be a function of the response time, which on a typical new monitor is around 5ms, though I wouldn't buy one now unless it was 2ms (G2G), as my 2.5 year old monitor is 2ms already. Though really, it's pretty hard to tell the difference.
