Do the intel i3 retail chips come with a heatsink and fan like the amd ones do ?

Yes of course, all 'retail' CPUs, come with a HSF.

In your op you asked about i3 but in your link you showing a i7, so which chip are you asking about?

i believe he was responding to Azza's "all retail" quote, i believed all retail cpu's came with a heatsink too, now it looks like Intel has done the impossible- high performance with zero heat!

It does state on the "K" series boxes that a heatsink is required
