Best performance for under 500 quid and 13 inches

What sort of performance you are looking for? Generally, you cannot get the best of both worlds at this price. You either get battery life, or better CPU. a GPU will most likely kill any battery life. But I'd look at the Acer Timeline, Asus UL30A, for mobility, and decent all rounders. Some Acers come with a entry-level Radeon cards, a bit better than the GMA of the UL30, while still maintaining decent battery life.
Most mobility notebooks come with CULV processors, so comparatively weak, but better than Atoms and netbooks.
If you really want both, you'll looking at the Alienware M11x, Acer 3820TG, HP dm4t, Lenovo Y560, Samsung R580, things like that. More expensive (£800+ region).
