What's the point in them? Yeah they disguise you, but why not just wear a suit with a static disguise? Or a Mask?

Can someone explain what I am missing? Is it because they use tracking systems all over the city and a static disguise would be easier to track?

It's annoying me, but maybe I'm just thick :D
 
A static disguise would still make you identifiable, just as a different identity. The idea of the scramble suit is that nothing about you can be identified. Similarly a mask would only hide your face.
 
But one Scramble Suit is essentially indistinguishable from another Scramble Suit, so both might as well be the same. Therefore, a static suit - say one that makes your entire body black - would do exactly the same job?
 
Oh I thought you meant a static identity.

Well perhaps a scramble suit looking human (even if it is constantly shifting) makes it easier to work with the person inside it.
 
You can't see the body shape / outline, and it changes their voice.

Not being able to identify the wearer was essential in this story! ;)

Definitely one of my fave books... odd ending though!

Brings it into focus when you read why PKD wrote it.
