The ISP market isn't/can't be monoploised in such a way that this could ever realistically happen.
This would also put a significant dent in global economics, whereby a few ISPs getting rich would be dwarfed by the billions of pounds sinking in stocks and shares across thousands of large and small businesses, a simple example is the billions in savings that banks have made due to the integration of online banking. The government would be forced to step in in any case, and it wouldn't look good for the hungry-money ISPs. After all, ISPs don't make nor contribute to 'the internet', they're just a means to an end. It would be slightly different if they had claim to the content or distribution.
It just wouldn't happen.
