The woman at the DVLA just told me that motor traders are no longer permitted to cash car tax in.

Is she correct?

I've been enquiring about a new car recently as was offered to keep my tax disc. Didn't really think much of it at the time but I guess that would make sense...

Correct, was at the scrap yard with my mate getting some bits for his 205 and noticed loads of cars with in date tax discs still left in them.

Yes thats correct. Has been since January I believe only the registered keeper on the V5 can cash it in.

This is correct. There was a change in law whereby only the current registered keeper can claim back the outstanding tax disc.

I know this because I've just been through the process. Got my refund today
