If you quoted my post in full as opposed to just picking part of it, you will have seen that I clarified what I meant.
The officers who shot him had been told, incorrectly, that JCdM was believed to be a known suspect. The main mistake was made elsewhere. In regards to the 7 shots, if you are told that a suspect is likely to detonate a bomb you will try to make sure that he dies instantly. Normally police shoot the trunk of a person as its the biggest area, however this would not always prevent someone from pressing a button. 7 shots to the head is more likely to prevent any movement.
