I think it means a pound back for every pound you bet.
So if it was 2/1 you get two pound for every pound you bet.
edit: actually I'm confused, surely 1/1 and 2/1 are the same?
Also bear in my mind it may mean to win within 90 mins, so if spain score in extra time you win nothing.
