I currently have a GTX 480 in sig and im running a corsair TX650W PSU.

Im looking to add a GTX 260 for Physx but im not sure whether my PSU can handle it,what do you think guys?

Also ive only got 2 PCIE cables which im currently using for my 480, so ill have to add 2 add PCIE cable will this be a problem?

It will handle it unless your system is really mad - but if fully spun up (which probably won't happen) the PSU would be operating above its peak efficency. Probably won't be a problem as you'd have to run it a lot at that level for it to have any noticeable impact on the lifespan of the PSU.

So in other words because the GTX 260 is purely only for Physx in theory it wont use as much power as say a SLI card?

Or have i got it wrong? im guessing if i bought say a 750W this would then be more than enough

Thats one part of it - in the unlikely event that the whole system CPU and both GPUs were running flat out (i.e. something silly like furmaks and prime at the same time or crazy folding) then the PSU would be working above optimal levels - tho probably not far enough above to cause any issues within the useful lifespan of the machine. I'd be more comfortable personally with 700-750 but I'm a bit overly cautious.

EDIT: More concisely - if your the average facebook, email, iplayer, bit of gaming, etc. type of person it will be more than fine - if your the kind that leaves the PC folding 24x7, etc. then I'd be mildly concerned about the PSU prematurely failing.
