HSF must've fallen off at those temps, it's not a hugely powerful chip. Give it a good dust and reapply TIM. Check fan on the heatsink still works.

it looks clean tbh .. the cpu , motherboard, care is about 6-7months old.

its runing at 1ghz i guess due to heat. she thought its normal.

she only as 1 case fan. so it took me awhile to find out if theres other fan spaces. anyway on the side door can have a fan so shes getting that too

Just looking there, everything in the case (GFX, HDD etc) appears to be really hot. Perhaps take the side off and see how things improve. Might just be dusty intakes or needing another fan in there.

Check the stock HSF is not clogged and that the fins are not clogged on the HS. This can cause massive heat issues if left.

Leave the side off and use a desk fan next to it, I,m guessing that ambient temps are 35C+. This will tell her if she needs better airflow in the case. The 4200+ is a hot running CPU as it is about 90 to 125 TDP.

dump the stock heatsink as I never use it, when I bought X6 1090T that come with AMD stock heatsink but I didnt use and I used my own Thermaltake Venus 12 which has lots of copper - you better replace this heatsink and then it will reduce the temp - yes it much hotter that would burn yer PC as that for yer breakfast... :)
