Yes a new city would also be great, but San Andreas would make a lovely destination for GTA5, and considering the history of the franchise it would not indicate a completely new destination.

and half these places mentioned just wont work. they dont have enough cult films/tv set in those locations for it to be a proper gta

A departure from the dullness of GTA IV and a trip back to the GTA of the good old days is needed desperately IMO.
