eBay advice for non paying buyer? Recovering listing fees?

I sold an item on eBay last week for over £130. Auction ended at about 21.00hrs just over 5 days ago and the winning bidder looked at first glance, to be perfectly fine and trustworthy judging by his feedback.

Anyway, sent him the invoice and waited. I didn't hear from him at all, nothing. So I messaged him last night and this afternoon I get a reply saying his nephew bought the item without him knowing. He doesn't want the item and has no intention of paying for it.

Now, I've heard these stories before - "My son bought it, not me"...."A flatmate bought it using my account" etc, etc. To be honest, I couldn't care less if its the truth or not. Bad enough to have to relist the item once again but what I'm concerned about is the final value fee for the item that eBay will charge that is showing up in my account. My "Account Activity for Fees" is showing this :-

Now, does that mean they have charged that already and it is due or they intend to do so?. What is my next move in order to recover the costs incurred by myself for the listing now that I am going to have to relist due to the non paying bidder?. I've not had to do this before in over 9 years of being on eBay so I don't really know what the next step is?. I understand there is a process of some sort that I can go through to recover listing fees and final value fees?.

Also, if I leave negative feedback for the non paying bidder, can he in return, leave nasty feedback for me?. I have 100% Positive feedback so don't want to risk staining that record for one tit for tat feedback from a non paying bidder.
 
You can no longer leave negative feedback for buyers unfortunately so that is a non issue.

Can you not use the second chance offer feature to give the second highest bidder the chance to buy it? Sure you may take a few £££ hit off the final sale fee but at least it will sell.

Open up a case in the resolution centre to cancel the transaction, and then relist the item. You'll receive listing fee credits and won't be charged the final fee. I've had to do this a few times, it's pretty easy going.
 
Quite straightforward to get your final valuation fee back and a credit to relist the items without paying listing fees again, simply by using the resolution centre.

This. Plus it will leave an unpaid strike on the buyers account. Might make them think twice about doing it again in the future.

The buyer will be unable to leave feedback once the strike is in place so you won't have to worry about -ve feedback retaliation.
 
Thanks guys. In what order do I do this?. Open a case up in the Resolution centre ( where is that, in my account settings somewhere? ) first and then send a second chance offer to the next bidder or is that incorrect?.
 
Ive had this before and ebay awarded me a fianl value credit but the buyer gave me bad feedback for winning my item and then not paying for it. I sent him a polite message asking when he was going to pay for the item and he left me bad feedback saying i was rude and unhelpful.

ruining my 100% feedback at the time which was most annoying.

edit this was a while ago when sellers could also leave feedback
 
Okay, I think I've went through the correct procedure. I went into the Resolution Centre and "Cancelled the transaction". Apparently now the non paying buyer has 7 days to agree to the cancellation and once they have done so I am credited my final value fee and the case is "Closed".

I haven't looked yet but I assume I can't at this stage, make a "Second Chance Offer" on the item or relist it until the non paying buyer responds and agrees to the cancellation?.

Really annoying to be honest but then I am aware that this is the chance you sometimes take when selling on the Bay. :(
 
I think by cancelling it, he has now got away scot free. You needed to do a 'none paying buyer' dispute as opposed to cancelling it for him to get a strike against his name. You'll get your money back either way though I suppose.
 
Still find it disgusting and outrageous the final value fee is 10%.

That is a ****** joke to be honest. Greedy bunch of *****.
