Is it anal to call the police if someone has a non-fault accident and the other party is admitting liability at the scene? It seems it's the only way to deal with these story changers.

Police won't even entertain it unless someone is injured, rang them when someone went into the back of my car, and they just said that unless someone is injured just swap insurance details.
Best you can do is try and get a witness at the scene.
