I just moved in my sisters for a while untill I can get a number of difficulties sorted out. Am I liable for council tax. All the literature I have seen usually talks of partners and married couples and obviously I cannot or would not wish to be married to my sister.
 
council tax isnt paid per person

its paid per household. its upto your sister (or whoever is paying it) wether she wants you to contribute.

if shes been getting a lone persons discount or something it could be affected

No. Only the householder is liable. The chargevis per household, not per occupant.

However, your sister may be getting a 25% discount if she lives alone. When you move in she will lose this discount and you may wish to reimburse her.

I stay 2 nights a week at my Gran's house to help cut down my travelling distances to where I work at the moment. How would this affect her Council tax obligations? She lives on her own when I am not there.

Assuming your registered else where (your permanent residence) I would not tell the council. Most likely her one person discount would not be effected, but it's a can of worms you don't want to open. In my experience council tax staff range from highly efficient to incompetent liars.

Yes, I do live perminantly at another address. I Effectively use my nan's as a crash pad for 2 nights a week.

I think you're a cheapskate for not pulling your weight.
 
Council tax is a local tax. Ring your local council tax office.

I work for Southampton Council Tax.

If you were in Soton... you'd be liable only if your name was on the bill. If it isn't and you wish it to be you have to contact us. You 'would' be considered the same as two friends living in a property. If you have the same interest (rent) in the property... you should both be liable. However, it's up to you if she's already got her name on the bill.
