8600GT Upgrade.

i have a freind who lives in the US and is currently using a Nvidia 8600GT video card.
He is now finding it is starting to show its age and is looking for a cheap upgrade.
He was initially looking at an Nvidia 9400GT but i have advised against this as it would be worse that he is currently using.

His budget is approx $55 - $70 and within that i found a DX11 card that could suit his needs but need advice on it as it is an ATI card and ive not used one since the old radeon 9800 series.

The card ive looked at in has budget is the ATI Radeon HD 5450.
If this is not an upgrade for his current card please point me in the direction of one that will be roughly within his budget.

I know an instant upgrade would be something like an 8800GT or 9800GTX but he does not have access to a second hand market

What they don't have the bay in the States

Second hand would be the way to go if he wants a good performance increase for the small amount of money he's prepared to pay.

He doent own a bank card etc to use paypal so online markets like the bay are out of the question
