Above The Rim has a fair few arguments in it if I remember rightly, Dead Presidents may also as it's a pretty violent film in segments but I haven't watched it for a very long time so it might not be quite what you want.

Do The Right thing should be good for this, there's a lot of arguing between people and its set in a mainly black area. Plus it's a great film.
