red rag to an immature bull, one way to insure he carries on doing it as it's clearly invoked the response he/she (?) was looking for!
 
I feel like phoning the number to insult his wife. Seeing as its a Phonesafe number, the police would have a hard time tracking it, too.
 
I suspect the conversion was carried out when the car was brand new and was for the purposes of business - perhaps a chaffuer service, funeral car, or something.

But funeral cars are always black, and who would want to be chauffeured in a Rover? I can't get my head around why anyone would do this tbh.

14 years ago lots of people would have wanted, and indeed were, to be chauffeured in something like a Rover 800. It was a higher end car, no matter how much we laugh now.

It was probably used by a local borough council for ferrying the mayor around. They like wasting large sums of money on tat like that.

Probably the best suggestion so far.
