Yeah I don't think forcing clocks with xfire is a good idea.
I fixed my problem by uninstalling AB and just using CCC, seems to have done it for me. I created 2 profiles, 1 for 2D and 1 for 3D. My 2D clocks sit at 157/300 and my overclock idle sits at 400/900.
Never jumps up or fluctuates when im watching youtube or playing flash videos/games. Not tried it the other way round yet though purely because i dont see the need to overclock higher than 950 at the moment and 1250 memory.
