Errm because she said the girl may have kicked the dog.
It may have been put down but the woman is finding excuses so she may not be prosecuted.

would be really good way to stop idiots from having dogs they can't control / treat properly
maybe some kinda test for the dog? if it can't be left alone with another person / dog for 5 mins without trying to kill them then the owner gets put down?

We have a ten stone bull Mastiff and hes the most loving caring dog you could wish for, hes awesome around kids, but you have to be there when the kids are there 'cos of his size and clumsyness, but saying all that, hes an animal, even though hes of a crufts winning (his sister won the working dog section a few years ago i think) lineage, hes still an animal, with the same instincts that go with it, no matter what an owner does, that one wrong sound, one wrong action, one wrong movement and any dog can turn, sure you can train them to be amazingly obidient and loyal, but that inbuilt instinct can never be taken away and theres always that one percent chance that they will cause harm to someone, thats why you have to be there around them all the time, never leave dogs unsupervised especially around kids, and indeed most domesticted animals.

Putting a few owner down when a violent animal gets out and attacks someone would be an intersting way to control the situation.
Doubt it would help but it would keep all those tough skins that dander around with evil pooches off the streets.
