Cooler Master claim the airflow is 69CFM, and noise level is 19dB...but I'm having my doubt since the fan speed is 2000rpm, and manufacturers are known to be full of BS when it comes to spec vs the actual values.

I'm currently looking at the R4-L2R-20AC-GP (Blue-LED) model, as was wonder if anyone actually own one (different colour LED or not LED don't matter I think) and can tell me how loud or how quiet the fan 'really' is?

I'm also open for suggestions for other decent 120mm and 140mm Blue LED fan that are priced at £10 or less. The fans are going to be used as side-panel (going to order the window) and bottom intakes (120mm) and top exhausts (140mm) on a Cooler Master 690 II Advanced case.

the Xilence XPF120R Red Wing 120mm Quiet Fan has got some good reviews but it doesnt have LEDs

As far as I remember, there is no set industry standard that manufactures have to adhere to when they "calculate" these figures, so they could theoretically produce 1db of noise when the microphone equipment is held a lot further away ;)
 
I have a couple of these fans, I have them on a fan controller but even running at full speed they are quiet fans and do seem to flow quite a bit of air. I would quite happily buy some more of them if I needed to.

Only thing I would say is the way the LEDs are done you do only get 4 lines of colour instead of the whole fan glowing.

+1 for xilence red wings, have two of these in my case and both do the job very well and silent.. no leds though.

Thanks for the info on the noise level. I'm awared of the LED on this particular fan won't be glowing as a whole fan. For 120mm, I'm considering between this and the Yate Loon D12SL-12 Blue LED. I know the Yate Loon D12SL-12 is very quiet and move reasonably amount of air, however it won't be as high CFM as the CoolerMaster SickleFlow; on the plus side, the whole Yate Loon fan would glow.

I have not personally had any experience with yate loons but people do love them so I can't see you would be disapointed with either fan. If you are set on a blue led fan then out of those two I would go with whichever you think looks best when on.
