Need help with windows explorer?

hi fellow forumers,
lately ive been getting this image/thing to come up on my screen

when it comes up my laptop/screen freezes for around 5 secs and it starting to pi$$ me off

ive tried using malwarebytes/S&D/avg and i dont think its a malware.
any help is appreciated.

p.s didnt know where to put this so if this is the wrong section please feel free to move it

uhmm i normally use firefox but download the beta for the new internet explorer when it came out and ive tried removing internet explorer 7/8 but i think its built into windows 7.

Its probably something to do with a lack of resources. Maybe cut down on programs running in the background and useless services.

He's talking about Windows Explorer ie the shell.
