Windows 7 Licensing question & Office 2010 question

I'm sure this question has been asked before but couldn't find anything...

I have a Dell laptop with a Windows 7 COA on the bottom but no media.

Can I bottom a Home Premium DVD and install and activate it without issues?

Also, I am a student, where can I get Office 2010 for a cheap as possible?

I believe the answer to the first questions is yes, but I'd get someone else to confirm.

I used my Win 7 retail disc to install on my Dell, had to use the phone to activate.
