If you want one that's fun and just a few quid, try looking for Kid Pix Deluxe 4. I use to work in IT in schools and this was a superb little program in our primary schools.

Tux Paint wins this thread my son loves it hes 3 and 1/2 going on 5 development wise and spends allot of computer time on it

also it came pre installed on my old EeePc which ive given to him
