You would have thought that someone in his position would have the common sense not to make a complete and utter tit of himself.

No idea, it'd be a leap to suggest that but since we've got no information either way about his ideology or personal beliefs beyond that he is/was a member of the Conservative party I'm not willing to state definitively what he does or doesn't believe. It would seem unlikely that he was dressing up because he idolises Hitler but it's certainly a poor judgement call on his behalf.

Not that they're in the least comparable as actions but no, I really wouldn't, we try not to kill people for their point of view in civilised society.
