I think the best thing would be to have a meritocratic (is that even a word?) monarchy of sorts.

The educated get to vote a ruler for life, with absolute power, based on their prior achievements.

There will be no kissing of babies.

It's strange when you look into it. If you asked people to name great heroic kings of England, Arthur and Rchard the Lionheart would almost certainly be the top two answers. Yet neither were English. Arthur fought against the English and sought to overthrow England. Richard the Lionheart thought England was a barbaric dungheap of inferior people, didn't speak English and disn't want to, spent only a couple of months here and drained the English economy to send the money overseas. The only use he had for England was to gouge it for money and resources.

He did have his attributes but being a king wasn't one of them.

Didn't he spend less than a year in England during his reign if memory serves ? He spent the bulk of his time on his own Duchy in Aquitaine and plundered English resources as you say to fund the Third Crusade.
