So i jus finnish building my new rig which included an i7 950 bundle pre overclocked at 4.0ghz and its at 2???

Intel Speedstep throttles the multiplier to save energy. Put the machine under some load and watch it clock upwards.

Note: This question is asked at least once a day. You'd think OCUK would put a warning in the box the bundles come in.

I presume this is at idle? The CPU automatically downclocks to save power. I think the Intel name for this feature is called SpeedStep - you can disable this in the BIOS. Load up Prime 95 and when your CPU is at load it should open the taps and run at 4GHZ.

Ran the torture test for 10mins all cores were getting to around 80 seems a tad high

No that is within the acceptable range of temps for that CPU.
