I tried asking my neighbours to turn the music down last night, they didn't understand me very well and didn't turn it down. I think I'm going to burn the house down while they sleep. That's okay isn't it as I asked them to turn it down?

Waited for hours until someone came back? While his business suffers in the mean time?
Called the Police, who probably wouldn't have been interested, but if they were would have taken hours to show up, and probably be no more able to find the owners than he was.

He could have noticed it was kicking out time at the school and asked the parents standing by the gate? Or waited because a parent was only collecting their child and wouldn't be long.

Exactly. Our road is opposite a secondary school and around 3pm it's pretty much gridlock here in our small cul de sac. I knew the house was opposite the school (actually it was one of the benefits) and I make allowances for it.
