Ask him to go on hold while you go get the person he has asked for. Place phone by pc speaker and have low volume rubbish music on repeat. See how long he holds.
 
Chances are the call actually came from some back street Indian call centre so the TPS won't help, if the number is coming up as withheld you can get Anonymous Caller Rejection enabled on the line.

I asked Ofcom about this feature, and they said that it may also stop legitimate calls from your bank etc, so it's not a perfect fix (although as the OP ignores his bank it may well work for him).

BTW, Ofcom don't have any jurisdiction for call centres based outside the UK (obvious, but worth stating), and that if a number was 'withheld' then not all phone companies are able to actually track that number.
Without a number Ofcom are unable to lodge a formal complaint (again obvious but worth stating).
