Noisy PSU

Under waranty I recently had a Thelmaltake PSU replaced. As it was fitted at a computer repair centre, I was not aware of how noisy it was.
Supposedly it is ultra quiet but in fact is a lot noisier than the one that blew (an earlier model)
The PSU is a Themaltake TR2 RX 450W. Could there be software adjustments etc. that could make this quieter. The fan never seems to cut in and out and is a constant loud noise. Any ideas, please.
If necessary I will be forced to purchase another PSU as this can be heard 20 foot away.
 
you need a new PSU.

I am not aware of any software that can alter the fan speed, it will raise and lower as the psu got hot itself, is the inside full of dust?
 
Could be a dodgy fan control circuit on the psu itself. Not much you can do apart from taking the psu apart and powering the fan yourself I'm afraid, which is not recommended unless you are a bit mental in the head.

Return it. It's not working properly.
