Just to increase the exposure of the system, hopefully get existing users to use it more where relevant and opening the eyes of non-users to the benefits. Also to keep employees up to date with latest project developments and data currently available for reporting. There is also an initiative under way to migrate some of the un-supported MS Access solutions (that are popular in that they have worked for a long time) to Cognos.
I also think they want this to increase activity on the new Intranet system.

I love the way we have to "promote" new ways of working. even WITH training on the simplest of systems it's a battle to get users to change their ways
"but it works the old way" yes, but this is faster and means that the people who DID tidy up the piles of paperwork you created can do other, more productive work.
Think of direct examples within your organisation where it could help people do their job more efficiently, situations where it could resolve problems that they may currently have. Have a nugget or rotating image with each of these problems/solutions illustrated on it (on the home page).
If people can see a real world reason to use it they might, otherwise they just won't take any interest.
Get some old propaganda posters printed up with "Cognos for Victory" on them etc. Failing that, assemble all workers and then drop one through a trap-door into a tank of piranhas.
