Got CPU-Z running and my clock speed keeps jumping from 3.0ghz to 800mhz. Is that normal?

Ahh ok, is this slowing me down then?

Should i disable this in BIOS?

it's not slowing you down per se, it downclocks your cpu when your not using the processor to conserve energy and keep your chip cooler then if you ran it full blast all the time you can turn it off in bios if you want.

As soon as your system wants to do anything processor intensive then it will change back to it's highest speed.

No need to disable it.
