Isn't Vista DX11 as well? could have swore there is an update for it, when I ran Vista I think I updated to it.

I think I see what you're asking, and you can use Windows 7 with a directX9 graphics card, it doesn't have to be a DX11 one. But obviously you won't be able to play games that require a DX11 graphics card like Just Cause 2.

Yea, does look abit lit the language, but here,

HTML5
Main article: HTML5 vs. Flash
HTML 5 is gaining ground as a competitor to Flash: the canvas element assists animation, and text can be more easily synchronized with audio and video element timeupdate events. In one example of this, Scribd, a 50 million user a month document sharing website, announced in May 2010 that after three years of investment in Flash, it is changing from that platform to the HTML5 standard.[70]

Errrr HTML is a browser defined language nothing to do with the Operating System (OS). Hence why it can be used on all OS's, HTML 5 is currently supported by IE9, but not fully.

lol, i thought HTML language updates itself in things like Dreamweaver CS5 and stuff like that?

You simply make reference to the libraries when designing the page and have the supporting browser call them, they are actually updated as a standardisation

DX11 is a collection of Application Programming Interfaces and these link to the OS; So Vista can support DX10 because Vista and Windows 7 are built on the same kernal. Windows 7 is basically Vista with a different Shell

XP = previous versions up to DX9
Vista = all previous Direct X versions up to DX 11
Win 7 = all previous Direct X versions up to DX 11
Win 8 = No known information although it is safe to assume that it will support previous versions of DX and will most likely support DX12 and possibly above.
