Is there an option in the BIOS to change the RAM speed/multiplier?

Im not used to the BIOS but I managed to change it. I changed the rate option to 6 or 7 (I forget which) and increased the voltage to 1.55 and it seems to be fine, cpu-z reports it correctly.

Yeh you need DRAM ratio 6 in bios for 1600MHz. I can't get anything to save in bios on the new versions, and I can't install Intel management engine to fiddle with settings in OS with Control Center :/

Im running v1.4 in the BIOS and I dont use the control center as it reports incorrect RAM speeds.
