I don't care how trivial it is, I'm interested in why more than one person who aren't connected in any way use , instead of '.

Maybe the same reason people use period delimited numbers? 1.000.000 = 1,000,000.

I've seen people do it before, exclusively European friends, so only other guess would be using a different keyboard layout to type English (different bindings maybe?).

I've never managed to find out because I have a habit of bludgeoning them to death with their own keyboards before they can explain. ;)
 
They're stupid, but I can't say I've seen if often.

Must be a European thing. Suppose it could be a mapping thing as Theophany said.
 
What about people quote someone using ' instead of " is that ok?

'this is a quote'
"this is a quote"

and why does mysql use ` instead of ' or "

That's because in certain European countries they actually use periods to delimit numbers. Nothing to do with keyboard mappings. They use commas for decimal notation.
