Maybe the same reason people use period delimited numbers? 1.000.000 = 1,000,000.

I've seen people do it before, exclusively European friends, so only other guess would be using a different keyboard layout to type English (different bindings maybe?).

I've never managed to find out because I have a habit of bludgeoning them to death with their own keyboards before they can explain.

That's because in certain European countries they actually use periods to delimit numbers. Nothing to do with keyboard mappings. They use commas for decimal notation.

It's just where I've seen it used by people that way on forums and stuff I suppose, it's not something you'd notice with handwriting.
