¯\_(ツ)_/¯
Someone I know has a HP Pavilion a6090.uk, and it seems that an E6700 is the fastest CPU it will take...

Some more CPU power is needed so I was thinking that a quad core would be the way forward...

If I was to buy a Gigabyte motherboard and i5 CPU? Would it fit and would the PSU be compatible?

The PSU will be crappy. But, I think it should do, but yeah do a check it out.

It's an mATX by the way...

The problem is that it's a non standard sized mATX - this one is the same size as the mobo in my Compaq which I'm hoping to update!

The OP's mobo is 24.4cm x 24.4cm, whereas most mATX mobos are approx 24.4 x around 20cm.
If the OP has any luck in mounting a new board that is smaller than the original board, I'd be very interested to hear if it fitted ok.
I've been looking through all the mobos available today and I've only come across one mobo ( Gigabyte GA-EG41MFT-US2H ) which fits the actual 9.6" x 9.6" form factor and the Asus P8H67-M Intel H67 which is almost the same size.
