fan spins for a second then stops

Have you cleared the CMOS?
24 pin and 4/8 pin power to mobo?
CPU connected to CPU fan header?
Thermal paste correctly applied?
Power to gpu if needed?
Have you run memtest to check your memory is ok?

Yup had that happen before, and with the H70 installed I couldn't even see if I had connected the 8-pin connector or not. Further inspection prooved my suspicions right so I had to uninstall the fans and rad...plugged in the 8-pin connector and problem solved.;)
 
Looking at what you have previously done, it's either a dodgy mobo, or a dodgy BIOS flash. Did you just buy the motherboard, or did it work before you did the flash?
