It all really depends how well your application(s) scales. I would wait for ivy bridge before spending so much on a system. But it really depends on of you're willing to wait any longer! Maybe you could get just the gfx card see how much CPU you are lacking and decide from there. Obviously if your on an athlon XP that wont do you any good....
You'd be surprised how you can usually get fairly cheap dual CPU systems even with new chips. The top chips are always astronomically priced but if your application is well multithreaded you can yield much better performance.
