Why does my HD 4870 outperform my HD 4890?

I've tried both ATITool and MSI Afterburner, Core Voltage is locked on each. I tried changing it in the profiles file from 1.13 to 1.4V (Maximum for Air Cooling) although it's still unstable only 15MHz more on the core clock, and GPU-Z still reports as 1.13 so i'm assuming it's not actually changing it.

It's an XFX Card with the Akasa Cooler Edition, and the Core Voltage control is locked... Disappointing. I don't fancy bricking it with a BIOS flash either, so guess i'll have to stick with with it.

Also thanks for the info 95' I kinda guessed when it kept going back to 240MHz instead of 850... (Powerplay). Thanks for your help anyways gents.
