why isnt my graphic card running the 16x16?

Hmmm,

Not sure why it isnt running at x16 speed, but i don't think it'll actually make a difference since the overhead on a PCIe2.0 x16 slot is so high.

yes one for soundcard and one for usb 3 card. but it still use to run at 16x16 before i filled my remaining two ram slot with 2x2gb ram

You haven't switched the slot your graphics card is in have you? 1 is x16 1 is x8. Also the soundcard and USB card might reduce the speed of the PCI-E slots. I'd take them out to test.

what motherboard is it? perhaps when both pci-e slots are full, it can only manage 8X/8X

so whats in the second orange slot? if you remove it, does the graphics card then get the full 16X?

EDIT, when I say second orange slot, i mean the second 16X length slot, which is actually the first orange slot.

usb 3 card and sound card. it was fine before i installed 2 ram stick into the 3 and 4 ram slot. i am not sure what and how it was affected

Take the card out that is in the first(middle) orange slot, this should fix it.

the reason is, the motherboard will automatically switch the first slot from 16X to 8X and give the other slot 8X so if you had two gpu's inserted, they both get the same bandwidth.

For a PCI 2.0 slot the difference between x16 and x8 is ~3%, which really is nothing to worry about.
